Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are released from different nations. Immense energy is devoted on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity provided through timely intelligence. From observation points, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, probably delivered by Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes sober acceptance: maybe the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to substitute in the short term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This cycle will, no doubt, continue.
Political Considerations
It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a assumption familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, US leadership does little to deter Moscow, through statements or actions, from thinking that the situation will not change more in its benefit in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its benefit.
Current Realities
Factually, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
